⚡ Quick Answer

Charlotte NC home buyers in 2026 have access to at least five legitimate down payment assistance programs — including up to $30,000 from the City of Charlotte, $15,000 from the NC Housing Finance Agency, and a $2,000/year federal tax credit. Most buyers only hear about one. Here’s the full breakdown of every program, who qualifies, and how to stack them.

The most common thing I hear from first-time buyers in Charlotte: “I didn’t know that existed.”

Down payment assistance programs are genuinely underused — not because buyers don’t need them, but because most people don’t know where to look, and not every lender bothers to check. In 12 years of lending in Charlotte, I’ve seen buyers leave tens of thousands of dollars on the table simply because their loan officer didn’t ask the right questions.

This post covers every program currently active in 2026, with exact dollar amounts, income limits, and the stacking strategy that can combine multiple programs into a single closing.

The 5 Programs — At a Glance

# Program Max Assistance Who It’s For Income Limit
1 House Charlotte Program Up to $30,000 Any buyer within Charlotte city limits Up to 110% AMI
2 NC 1st Home Advantage Down Payment $15,000 First-time buyers & veterans (statewide) Up to $152,000
3 NC Home Advantage Mortgage (3-5% DPA) 3–5% of loan First-time & move-up buyers (statewide) Up to $152,000
4 Community Partners Loan Pool (CPLP) Up to $50,000 Low-to-moderate income buyers Up to 80% AMI
5 NC Home Advantage Tax Credit (MCC) Up to $2,000/yr First-time buyers & veterans Varies by county

Now let’s go deep on each one — because the details are where most people get confused.

Program 1: House Charlotte

Up to $30,000 · City of Charlotte · Administered by DreamKey Partners

This is Charlotte’s own program — city-funded, locally administered, and the first thing we check for every buyer within Charlotte city limits. It’s structured as a zero-interest deferred second mortgage, meaning you make no payments on it as long as you stay in the home.

How much you can get: Three tiers based on household income as a percentage of Mecklenburg County’s area median income (AMI):

  • Up to $30,000 — households at or below 80% AMI
  • Up to $10,000 — households between 80% and 110% AMI
  • Up to $80,000 — qualifying City of Charlotte employees (teachers, fire, police, transit workers, county health)
  • Up to $17,000 — buyers in select high-cost neighborhoods (verify specific addresses with DreamKey)

Forgiveness: The assistance is forgiven at 20% per year starting at year 5, fully forgiven after 10 years of owner-occupancy. If you sell or refinance before year 10, you repay the unforgiven portion.

Key requirements:

  • Property must be within Charlotte city limits (use the House Charlotte Eligibility Map to verify your address)
  • Maximum purchase price: $365,000 (existing homes)
  • 8 hours of HUD-approved homebuyer education required — 4 hours online (E-Home or Framework only) plus 4 hours one-on-one counseling
  • Must use a House Charlotte-approved lender (Fairway is an approved lender — ask us to check)
  • Reservations issued first-come, first-served — maximum 20 per month. Apply early in the month.

The thing most buyers miss: The 20 monthly reservation cap is real and it runs out. I’ve seen buyers get their reservation denied in week three of the month because slots were gone. Have your complete file ready and apply for the reservation the moment you go under contract — don’t wait.

Program 2: NC 1st Home Advantage Down Payment

$15,000 Fixed · NC Housing Finance Agency · First-Time Buyers & Veterans

This is a flat $15,000 — no calculation, no percentage, just $15,000 in zero-interest down payment assistance available statewide to first-time buyers and military veterans. It’s one of the cleanest programs in North Carolina and consistently the most stacked with other assistance.

Structure: 0% interest deferred second mortgage. Forgiven at 20% per year at the end of years 11–15. Fully forgiven after year 15. If you sell or refinance before then, you repay whatever balance hasn’t been forgiven.

Who qualifies:

  • First-time buyer — defined as not having owned a principal residence in the past 3 years (so if you sold or left a home before April 2023, you qualify today)
  • Military veterans — exempt from the first-time buyer requirement regardless of ownership history
  • Household income up to $152,000
  • Credit score 640+ (660+ for manufactured homes)
  • Purchase price at or below $495,000
  • Must use an NCHFA-approved participating lender and pair with an NC Home Advantage Mortgage

Important note for veterans: If you’re using a VA loan in Charlotte, you likely don’t need down payment assistance — VA loans are already $0 down with no PMI. But if your situation involves a VA loan where you’re choosing to put money down, the NCHFA veteran eligibility can still layer on additional closing cost assistance. Worth asking about.

Veterans should also read our full breakdown of VA loan benefits in Charlotte NC — the $0 down program is often a better option than stacking DPA on a different loan type.

Program 3: NC Home Advantage Mortgage (3–5% DPA)

3–5% of Loan Amount · NC Housing Finance Agency · First-Time & Move-Up Buyers

This one is different from the others — it’s not a fixed dollar amount but a percentage of your loan. For a $400,000 Charlotte home with 5% down ($380,000 loan), 5% DPA = $19,000 toward your down payment.

It’s also available to move-up buyers who already own a home, not just first-timers — which makes it one of the broader programs in the state.

Structure: 0% deferred second mortgage. Forgiven at 20% per year after year 10, fully forgiven at year 15. Same forgiveness terms as Program 2.

Who qualifies:

  • Any buyer — first-time or move-up
  • Income up to $152,000
  • Credit score 640+
  • Purchase price up to $495,000
  • Must be primary residence
  • Must use an NCHFA participating lender with FHA, VA, USDA, or conventional loan

The choice between Program 2 and 3: If you’re a first-time buyer or veteran and your loan is smaller, the flat $15,000 (Program 2) is usually better. If your loan is larger — say $350,000+ — then 5% of the loan amount ($17,500+) starts to beat the flat $15,000. We run the exact comparison during pre-approval so you always know which one puts more money in your pocket.

One restriction: Programs 2 and 3 cannot be combined with each other — they’re mutually exclusive. You pick one. They can each be combined with the House Charlotte program and the CPLP (more on that below).

Program 4: Community Partners Loan Pool (CPLP)

Up to $50,000 · NC Housing Finance Agency · 80% AMI Income Limit

The CPLP is the most powerful program most Charlotte buyers have never heard of — and the one that turns a modest down payment situation into a real homeownership opportunity for lower-income buyers.

It provides up to 25% of the purchase price, capped at $50,000, as a zero-interest deferred second mortgage. Stack it with the NC 1st Home Advantage Down Payment and a qualifying buyer can access up to $65,000 in combined assistance.

Who qualifies:

  • Household income at or below 80% of area median income for the county
  • Must be paired with an NC Home Advantage Mortgage or USDA Section 502 Direct loan
  • Requires a minimum of 6 hours of homebuyer education plus 2 hours of one-on-one counseling through a HUD-approved agency
  • Must work with an NCHFA community partner lender — not all NCHFA participating lenders qualify. Ask specifically.

The fine print that matters: The CPLP has stricter lender requirements than the other programs. You need a lender who is specifically approved as a community partner, not just an NCHFA participating lender. This is one reason why working with a lender who actively uses these programs — rather than one who has to Google it — matters a lot.

Program 5: NC Home Advantage Tax Credit (MCC)

Up to $2,000/Year in Federal Tax Savings · First-Time Buyers & Veterans

This one works differently from the others — it’s not cash at closing. It’s a Mortgage Credit Certificate (MCC) that converts a portion of your annual mortgage interest into a direct federal tax credit — a dollar-for-dollar reduction in your tax bill every year for the life of your loan.

How it works: You receive a credit for 30% of the mortgage interest paid annually on an existing home (50% on new construction), up to $2,000 per year. On a $380,000 loan at 6.37%, you pay roughly $24,000 in interest in year one — 30% of that is $7,200, capped at $2,000. So $2,000 comes directly off your federal taxes every single year.

Over a 30-year mortgage, that’s potentially $60,000 in cumulative tax savings — more than most down payment programs provide upfront.

Who qualifies:

  • First-time buyers and military veterans
  • Income and purchase price limits vary by county — check with NCHFA for current Mecklenburg limits
  • Must apply before closing — you cannot get an MCC after the fact

The critical tradeoff: The MCC cannot be combined with the NC 1st Home Advantage Down Payment ($15,000). If you qualify for both, you have to pick one. Our rule of thumb: if you’re staying in the home long-term (10+ years), the MCC often wins. If there’s any chance you’ll sell or refinance within 7–10 years, the upfront $15,000 is the better choice. We model this comparison for every buyer who qualifies for both.

The Stacking Strategy: How to Combine Programs

Here’s where it gets powerful. Multiple programs can be used simultaneously — what lenders call “layering” or “stacking.” The most common combinations for Charlotte buyers:

Best Stacking Combinations for Charlotte Buyers
Combo A — Within Charlotte city limits, moderate income
House Charlotte ($10,000–$30,000) + NC 1st Home Advantage Down Payment ($15,000) = $25,000–$45,000 total
Combo B — Low income, maximum assistance
NC 1st Home Advantage ($15,000) + CPLP (up to $50,000) = up to $65,000 total
Combo C — Long-term Charlotte buyer, tax-focused
House Charlotte ($10,000–$30,000) + NC Home Advantage Mortgage 5% DPA + MCC = Cash at closing + $2,000/yr tax credit
Combo D — City employee
House Charlotte employee tier ($80,000) + NC 1st Home Advantage ($15,000) = up to $95,000 total

Not all combinations are permitted — program rules govern what can and can’t be layered. The lender coordinates and verifies compatibility. This is one of the most important reasons to work with a lender who actually knows these programs cold — an inexperienced lender will leave money on the table every time.

What Does This Actually Look Like at Closing?

Let’s run a real example. A Charlotte buyer purchasing a $320,000 home with a 640 credit score and $65,000 household income using Combo A (House Charlotte + NC 1st Home Advantage):

Item Without DPA With Combo A
Purchase price $320,000 $320,000
FHA down payment (3.5%) $11,200 $11,200
Estimated closing costs $7,500 $7,500
House Charlotte assistance -$20,000
NC 1st Home Advantage -$15,000
Cash needed to close $18,700 ~$0*

*DPA covers down payment and most closing costs in this scenario. Small remaining amounts vary by exact loan terms. Not a guarantee — actual amounts subject to qualification and program availability.

That’s the real-world impact. A buyer who thought they needed $18,000+ to get into a Charlotte home can potentially close with minimal cash out of pocket — and the DPA is zero-interest, with no monthly payment, forgiven over time.

Three Things That Disqualify Buyers (That We Can Usually Fix)

1. Credit score below 640. Most DPA programs require 640+. If you’re at 615, you’re not done — you might be 60–90 days of credit work away from qualifying. We review your credit report on every pre-approval call and tell you exactly what moves the needle fastest. A paid collection or removing an error can sometimes add 30–40 points quickly.

2. Purchase price above the cap. House Charlotte’s $365,000 limit is the binding constraint for most buyers in Charlotte’s core neighborhoods. If the home you want is $380,000, you’re outside the program. The options: negotiate the price down, look at a different neighborhood, or use the NCHFA programs (which allow up to $495,000) instead of House Charlotte.

3. Property outside Charlotte city limits. House Charlotte is city limits only — not Ballantyne, not Huntersville, not Matthews. Unincorporated Mecklenburg County doesn’t qualify. For buyers outside city limits, the NCHFA statewide programs (Programs 2–5) still apply. And in some outlying areas, USDA loans — which are 100% financing with no down payment — may be available entirely.

For buyers in outlying Mecklenburg and surrounding counties, USDA loans offer $0 down in eligible areas and often produce the lowest monthly payment of any program — worth checking if your target neighborhood qualifies.

FAQ: Charlotte Down Payment Assistance

What is the first-time home buyer grant in Charlotte NC?

The main grant program is the House Charlotte Program, administered by DreamKey Partners on behalf of the City of Charlotte. It provides up to $30,000 for households at or below 80% AMI, and up to $10,000 for 80–110% AMI. City employees can access up to $80,000. The home must be within Charlotte city limits and priced at or below $365,000. Statewide, the NC 1st Home Advantage Down Payment adds a fixed $15,000 for first-time buyers and veterans through NCHFA.

Can you stack multiple down payment assistance programs in Charlotte?

Yes — several programs can be combined. The most powerful stack is House Charlotte ($10,000–$30,000) plus the NC 1st Home Advantage Down Payment ($15,000), totaling up to $45,000 at closing. For lower-income buyers, stacking the NC 1st Home Advantage ($15,000) with the CPLP (up to $50,000) can reach $65,000 total. Programs 2 and 3 are mutually exclusive with each other, but each can be combined with House Charlotte and the CPLP.

What is the income limit for down payment assistance in Charlotte NC?

Income limits vary by program. House Charlotte covers buyers up to 110% of Mecklenburg County AMI. The NC Home Advantage Mortgage and NC 1st Home Advantage Down Payment allow household income up to $152,000. The CPLP is limited to buyers at or below 80% AMI. FHA, VA, and conventional loans themselves have no income ceiling — the DPA programs are layered on top regardless of loan type.

Do you have to be a first-time buyer for down payment assistance in Charlotte?

Not for all programs. House Charlotte is open to any buyer who meets the income and property requirements — not first-timers only. The NC Home Advantage Mortgage is available to move-up buyers too. The NC 1st Home Advantage Down Payment ($15,000) does require first-time buyer or veteran status. In North Carolina, “first-time buyer” means you haven’t owned a principal residence in the past three years — so if you owned a home before April 2023 and have rented since, you qualify today.

How long does it take to close with down payment assistance in Charlotte?

Expect 35–50 days from contract to close when using DPA programs, compared to 25–35 days for a standard loan. The extra time comes from DPA reservation approval, required homebuyer education (minimum 8 hours), and additional coordination between lender and DreamKey Partners. House Charlotte has a cap of 20 reservations per month issued first-come, first-served — so having a complete file ready on day one of your contract is essential.
